About the Initiative
The Bank of Agriculture (BOA), in partnership with Heifer Nigeria, is pleased to announce the launch of the Renewed Hope National Agricultural Mechanization Program (RHNAMP) — a transformative tractor financing and management program designed to expand access to affordable mechanization services across Nigeria.
The Renewed Hope National Agricultural Mechanization Program (RHNAMP) aims to strengthen Nigeria’s food security agenda by empowering a new generation of mechanization service providers, particularly women, youth, and mechanization companies, with access to tractors and implements that can transform agricultural productivity and rural livelihoods.
Each beneficiary will receive a fully equipped tractor, supported by access to:
- Preventive maintenance and technical support through mechanization hubs,
- Digital tracking via IoT technology, and
- Flexible repayment linked to usage and income generation.

Eligibility Requirements
To qualify for participation, applicants must meet the following conditions
For Individual Applicants
- Must be a Nigerian citizen or registered agribusiness operating in the agricultural sector.
- Must have access to contiguous farmland or a defined farmer service cluster (minimum of 350 hectares in total aggregation per tractor).
- Must demonstrate the capacity to manage equipment operations.
- Must possess a valid business plan outlining service coverage, pricing, and expected revenue.
- Must provide evidence of financial capacity or equity contribution toward the lease.
- Must commit to regular repayment under the BoA financing model.
- Must agree to digital tracking and monitoring of tractor performance
For Enterprises
- Be a registered business operating in Nigeria.
- Demonstrate access to contiguous farmland or organized farmer clusters (minimum of 500 hectares within a 50km radius per tractor).
- Possess or commit to employing trained tractor operators and booking agents.
- Have an operational base or service location within an agricultural production zone.
- Demonstrate the capacity to manage repayments through mechanization income streams.
- Provide evidence of:
- Business registration (CAC certificate) or cooperative registration documents.
- Tax Identification Number (TIN).
- Bank account statement or proof of financial capability.
- Be willing to adopt a digital tracking system for monitoring tractor use and repayment.
- Commit to training participation for operators and technicians.

What is the National Agricultural Mechanisation Program (NAMP)?
NAMP is a collaboration between the Bank of Agriculture (BOA) and Heifer Nigeria to increase access to tractors and mechanisation services across Nigeria.
It provides financing, training, and digital management systems for entrepreneurs, youth, and women in agriculture.
Who can apply?
Applications are open to:
- Mechanisation companies and agro-service providers
- Youth agripreneurs (18–35 years)
- Women agripreneurs with active or planned mechanisation ventures
What kind of support will beneficiaries receive?
Successful applicants will get:
- Access to a tractor and implements under a lease-to-own scheme
- Training and business support on tractor operations and management
- Maintenance and spare parts access through mechanisation hubs
- Digital monitoring to ensure transparency and repayment tracking
What are the minimum eligibility requirements?
- Must be Nigerian and actively involved in agriculture
- Must have or serve at least 350–500 hectares of farmland (individuals/companies)
- Must demonstrate capacity and financial commitment (10–25% equity)
- Must have a valid business plan or cooperative structure
- Must agree to GPS tracking and digital performance reporting
What is the repayment model?
- The program operates on a Pay-As-You-Service (PAYS) model.
- Repayments are structured over 3–5 years, linked to tractor usage and seasonal income.
- Defaulting after three consecutive missed payments may lead to repossession.
How will applications be screened?
The application is in two stages:

- Stage 1: Online screening based on eligibility and KYC data.
- Stage 2: Shortlisted candidates provide detailed financials, land proof, and business plans.
What is the deadline for applications?
The deadline for Stage 1 submission is 7 November 2025. Late or incomplete applications will not be considered.
Will there be training or support after selection?
Yes. All successful applicants will undergo mandatory training on:
- Tractor operation and maintenance
- Financial management
- Mechanisation service delivery
Are there subsidies or grants available?
- The tractors are subsidised through BOA’s refinancing model, not given as grants.
- Applicants are required to contribute a down payment (10–25%) and repay the balance through the PAYS model.
Can I buy a tractor outright instead of financing it?
Yes. Applicants who wish to make full payment for a tractor can do so under the outright purchase option.
However, even for outright buyers, each tractor must remain under mandatory servicing for the first three (3) years of operation through BOA–approved service centres or mobile service hubs to ensure warranty validity, performance, and safety compliance.
How will tractor servicing and maintenance work?
All tractors distributed under the National Agricultural Mechanisation Program (NAMP) come with a compulsory 3-year servicing plan at verified and approved service centres or mobile service hubs.
- Servicing will be free of charge to the beneficiary during this period.
- Only BOA–approved technicians or certified maintenance partners can perform the required maintenance.
- After the 3-year period, beneficiaries may continue servicing through any verified centre to retain warranty and operational records.
Can I use my own driver or hire someone to operate the tractor?
No.
Only trained and certified tractor operators are permitted to operate tractors under the NAMP scheme.
This rule ensures safety, accountability, and compliance with the warranty and tracking systems.
Beneficiaries will receive training and certification support for designated operators before deployment.
Do the 300–500 hectares have to be in one location?
Yes.
For efficiency and impact, applicants must demonstrate access to contiguous farmland or a clustered service area totalling at least 300–500 hectares per tractor.
This is necessary to ensure that tractors are optimally utilised and that service logistics and tracking remain effective.
What is the repayment tenure for women and youth entrepreneurs?
Women and youth participants in the program will have a three (3) year repayment tenure under the lease-to-own model.
This tenure balances affordability with sustainability and ensures that beneficiaries can complete repayment while maintaining their operations.
Mechanisation companies may be assigned longer tenures (up to 5 years) based on capacity and contract structure.
Can I service my tractor anywhere else if I choose?
No.
Tractors under NAMP must be serviced exclusively at BOA–approved service centres or mobile service hubs to maintain warranty and operational integrity.
Servicing outside these centres may void the maintenance guarantee and digital monitoring coverage.
How will tractor tracking be used under the program?
Tracking is mandatory for all tractors under the program — whether financed or purchased outright — and forms part of the compliance and warranty conditions.
Each tractor under NAMP will be fitted with a digital GPS tracking and monitoring device.
This technology serves several purposes:
- Real-time location monitoring to prevent misuse or diversion of assets.
- Usage tracking, including hours worked and hectares serviced, to ensure efficient operation.
- Maintenance alerts, automatically notifying the owner and service hub when the tractor is due for servicing.
- Performance data collection to improve financing and maintenance decisions.
